DEPARTMENTS

Facilities & Plant Operations

Facilities and Plant Operations is a division under the Vice President for Business Affairs. Its primary mission is to handle all aspects of the facilities, infrastructure, and the day-to-day operations that keep the University in working order.
Administratively, the Director of Facilities and Plant Operations manages three other department heads: the Director of Physical Plant, the Director of Custodial Services, and the Superintendent of Grounds. In addition, the Director and his staff also prepare the annual Capital Outlay Request; design, issue, administer, and inspect all Capital Improvement projects; maintain space utilization data on the occupied facilities.

Physical Plant

Under the direction of Mr. Brian M. Ezell, the Physical Plant department’s principle service is maintenance for all facilities. Various crafts are on duty during regular working hours year-round. The maintenance staff is made up of carpenters, painters, plumbers, electricians, air conditioning mechanics, automotive mechanics, locksmith, filter crew, and light bulb crew, and is housed in the Facilities Planning and Management Complex.

The Warehouse, where all parcels are received for the University, is also included in the Physical Plant. Deliveries to campus departments are generally made the next morning by warehouse staff unless the warehouse has been instructed to hold the parcel.

The Safety and Hazardous Waste office is located inside facilities

Grounds

The Grounds crew, headed by Wilbert Kelley, is responsible for keeping the general appearance of the campus grounds green, pretty, tidy and clean.

Custodial Services

Under the direction of Frank Cotlong, the custodians are responsible for keeping the building interiors clean, hygienic, and tidy. In addition, the custodians also setup tables and chairs for events in assembly venues throughout the campus. Requests are made for special setups at 475-5013 at least two weeks in advance.

Marquee Operations

Programming for the Ryan Street Marquee (in front of McNeese Police) is handled at Facilities. There is no fee for displaying a message. No personal messages are allowed. A completed request form is needed at least two working days prior to the requested start date.

Question: How do I make a maintenance request?

Emergency requests ONLY (e.g. broken water pipe, etc)
Call the University Police Department at 475-5711. University Police will contact the necessary people for you.

Regular work requests
Leave a voice mail on Physical Plant’s main 475-5890 number. Work requests will be entered the next business morning in the order received.

Question: How do I request an additional phone line?

Answer: Send your request in memo form to Facilities and Plant Operations either through campus mail (Box 90460) or by fax (extension 5347). A new phone line and handset in a new location is contingent on the existing wiring in a building. Activating a phone line that has not been used in a while is still contingent on the service in the building.


Question: How do I request a University vehicle for official use?

Answer: First, the driver must have taken the Defensive Driver’s Course and have a current and valid certificate of completion of that course before proceeding any further. Second, check availability with Physical Plant (extension 5890). This does not reserve the vehicle for you. Third, fax your completed Travel Request to Physical Plant. The vehicle, if available, is now reserved for your use. Charges are as follows:

  • 7-passenger vans and station wagons 18¢ per mile
  • 15-passenger vans 30¢ per mile
  • Camps and other local use (no highway travel) $30 per DAY

Question: How do I request new keys or changes in key security?

Answer: Requests for keys, re-keying/re-coring, etc. are made by your department head in memo form to Physical Plant. Some requests will require longer times for implementation due to the complexity of the request.

If keys requested are replacements for keys that you have lost, your new keys will not be issued until you pay the replacement fee of $25 per key in the Cashier’s Office in Smith Hall. Bring the receipt to Physical Plant, and then your new keys will be issued to you.

Question: When will the power come back on? Can we go home?

Answer: Direct your questions to your Building Coordinator and follow your department’s contingency plans, if any, for an unexpected interruption in services. Facilities cannot issue an early dismissal.

When any unscheduled interruption in power occurs, Facilities begins a process of troubleshooting and repair. Depending on where we are in that process, we may or may not have any information to release. Part of that process is establishing a line of communication with the Administration so that they can make an informed decision about an early dismissal, if one is required, and that information will be disseminated down through each Vice President, not through Facilities.

It is important not to tie up the phone lines during the power failure; Facilities can’t communicate effectively with the Administration or with the off-campus contractors out in the field. Additionally, use of the phone system during a power failure only depletes the battery reserves faster.


How do I request a project to renovate or alter existing interior spaces?

Send a written request for a cost estimate in memo or letter form to Facilities via email (facilities@mcneese.edu), fax (ext/5347)or campus mail (Box 90460). (Drop the original, with signatures or initials in blue ink, in campus mail; we need this for the permanent file.) The memo should be sent from the Department Head. Briefly describe in the request the work you would like to see done. Upon receipt, Facilities will contact you to set up a short meeting to discuss the scope of work, funding sources, time lines, responsibilities and duties, signature approvals (if any). At this time, we will also take measurements and notes on the details of the physical space. With this information in hand and verified, Facilities will compile the cost estimate and send it back to you. At this point, the ball is in your court, so to speak. We will not proceed until we get the instruction and approval to do so.
